Amit Shah emphasised the credibility of the manifesto, stating, "For BJP, a manifesto is a matter of trust, not empty promises." He revealed that the document was prepared based on inputs from 1.08 lakh individuals and 62,000 groups, making it reflective of the people's aspirations.
Criticism of Kejriwal government
In his address, Shah criticised the current AAP-led Delhi government for making false promises and misleading voters with a "pretend innocence" during elections. Referring to Arvind Kejriwal's earlier commitment not to provide official bungalows to ministers, Shah said, "Kejriwal promised no minister would take government bungalows, yet they live in lavish houses, including a luxurious 'Sheesh Mahal.'"
Shah added that Delhiites are questioning the government over extravagant expenditures and broken promises, urging voters to choose a party that prioritises transparency and development.

Allegations of excise scam involving education minister
Shah accused the AAP-led Delhi government of corruption, claiming that the excise scam was orchestrated by none other than Delhi's Education Minister. He criticised the government for betraying public trust with unfulfilled promises and alleged scams across various sectors.
Unfulfilled Yamuna cleaning promise
Shah mocked the Kejriwal government's seven-year-old promise to clean the Yamuna River and take a holy dip in it. "Delhiites are still waiting. If Kejriwal cannot take a dip in the Yamuna, he should at least go to the Kumbh and fulfill his promise," Shah remarked.
Garbage and pollution crisis
Highlighting the city's growing pollution and garbage management issues, Shah said, "Delhi is drowning in garbage while the government has done nothing to resolve the problem." He alleged that the Kejriwal administration has turned Delhi into a hub of corruption.
Scams under Kejriwal government
The BJP leader listed several alleged scams under the AAP government, including:
- Delhi Jal Board Scam
- Ration Distribution Scam
- DTC Scam
- CCTV Installation Scam
- Medical Test Scam
Shah further claimed that the government spent excessively on advertisements, leaving no funds for essential services like garbage collection.
Promises made without action
Shah criticised Kejriwal for creating a web of lies and false narratives. "Children are leaving government schools, and parents are being forced to enroll them in private schools due to deteriorating education standards," he said.
BJP's vision for Delhi
Outlining BJP's roadmap for Delhi, Shah made the following promises:
- Corruption-free governance in the capital.
- Regularisation of over 1,700 unauthorised colonies.
- Reopening of 1,300 sealed shops through a judicial authority.
- Ownership rights to Pakistan refugees living on leased properties.
Shah assured Delhi, voters, that only the BJP, under Prime Minister Narendra Modi’s leadership, can fulfill these promises. "Others make promises, but Modi delivers," he asserted.
The Home Minister urged voters to choose a government committed to development and transparency, pledging a brighter and corruption-free future for Delhi.
'AAP's excuses for inaction'
Amit Shah launched a scathing attack on Arvind Kejriwal and the Aam Aadmi Party (AAP), accusing them of finding excuses for their inability to deliver on promises. "They have discovered a new way of not working by demanding full statehood for Delhi. Did they not know Delhi's status when they made promises and contested elections? Making excuses is their habit," Shah remarked.
BJP's double-engine governance model
Highlighting the success of BJP-led governments across India, Shah said, "Wherever elections have been held, and people have given a mandate to BJP under Narendra Modi’s leadership, double-engine governments have transformed states. PM Modi has instilled confidence nationwide that inclusive and comprehensive development is possible while upholding democratic values."
Key promises for Delhi
Shah unveiled BJP's vision for Delhi, emphasising transformative initiatives to address critical issues:
- Ending manual scavenging: The BJP promised to completely eradicate manual scavenging in Delhi, ensuring dignity and safety for sanitation workers.
- Insurance for media professionals and lawyers: Accredited journalists and lawyers in Delhi will be provided with life insurance, as well as health and accident coverage, up to Rs 10 lakh.

Calling on Delhiites to trust BJP's leadership, Shah said the party's manifesto reflects their commitment to addressing the city's longstanding issues and delivering a corruption-free, development-focused government. "The BJP is dedicated to bringing real change and ensuring that Delhi's potential is fully realised," he concluded.
